The CTS Team

Before forming CRS, our senior management team all had careers as members of the UK's Special Forces. They bring together many years' experience in both general operations and counter terrorism in a range of challenging high-risk regions.

As qualified trainers, most of the team have at some point been deployed across the world providing help and advice to foreign governments, and assisting in the structured development of allied military and security forces.

Andrew Edwards - CEO

Former Royal Marine and UK Special Forces, Andrew served as security advisor to the World Bank and a major US news network before forming Peak Security Group in early 2003. In 2008 he changed the name to Consilium Risk Strategies [CRS]. Andrew has worked all over the world often dealing at senior government level. He is a trained negotiator and counter terrorism specialist, he is also an expert in conflict resolution, strategy and general security operations.

Steve Keller - Operations Director

After studying medicine at Manchester University Steve went on to read for an MPhil in International Relations at Cambridge, before taking up a military career in the early 1970’s.
Having gained extensive knowledge of the Middle East, Asia and Africa, he was quickly promoted through the ranks and deployed on numerous operations with various Special Forces units across the world acting in both an operational and advisory capacity. Most recently Steve served as the Deputy Head of Operations within the joint operational analysis, planning and tasking organization involved in counterterrorist operations.
He retired as a Lieutenant Colonel in 1996 but continues to lecture at military staff colleges and Special Warfare schools across Europe, Asia and North America, where he has presented papers on Counter Revolutionary and Counterinsurgency Warfare. Steve is a contributor to a number of specialist military journals as well as being the author and co-author of several books and, continues to act as consultant to a number of government and non-government agencies, most notably as a senior negotiator for an International Agency involved in a conflict resolution project in Darfur and, as consultant to a Canadian investment house developing a range of substantial and diverse interests in East and Central Africa.

Ian Hearne - Business Development Director

On leaving the Royal Marines, Ian worked for the British Government's Disaster Relief Initiative, set up by the Overseas Development Agency. Ian has since served as a Group Board Director for several multi-national organisations in the USA and the United Kingdom. A specialist in change management, business development and marketing, Ian is able to work with clients helping to maximise their ROI, bringing an essential business oriented approach to the services provided by CTS.

Dave Scantling – Information Systems Director

David Scantling has been in entrepreneurial mode for the past 20 years at a variety of small-, medium- and large-sized businesses.  He has led start-up technology teams at Uprizer, Econex, Grey Haven and Storage Continuity.  As a senior executive at IBM, Hewlett-Packard and the US Department of Defense he worked on major business transformation, Internet and telecommunications initiatives.  He enjoys working with people that are focused on delivering business results.  David earned the Secretary of Defense Medal for Outstanding Public Service for his work in Iraq on economic development and Information and Communications Technology (ICT) during 2006-7.  He is a graduate of the University of Notre Dame with a BA in Philosophy and International Peace Studies.
